2021 Districting Commission

NOTICE OF COMMENT PERIOD AND PUBLIC HEARING

This notice provides the public an opportunity to examine and comment on the City of Sioux Falls Districting Commission’s recommended plan to adjust city council districts. The map depicts recommended changes to district boundaries pursuant to the districting criteria found in Section 6.02 of the City Charter.

The recommended plan can be accesed online here: Option C11a. It is also available to the public for inspection and comment at the Office of the City Clerk, Carnegie Town Hall, 235 W. 10th St.

Any individual, group, or agency wishing to comment on the plan must do so in writing to the City Clerk, 235 W. 10th St., P.O. Box 7402, Sioux Falls, SD 57117-7402, or via e-mail to clerks@siouxfalls.org. Comments must include the name and address of the person submitting the comment.  All comments received by October 28, 2021, will be considered by the Districting Commission prior to submission of the Districting Plan to the City Council. The Sioux Falls Districting Commission will hold a public hearing on Thursday, October 28, 2021, at 4:30 p.m. in Carnegie Town Hall, 235 W. 10th St. Any interested person may appear and be heard.

About the Districting Commission

The commission is required following each decennial census.  City Charter requires the Council to appoint the Commission no later than one year and five months before the next regular election.  Upon the effective date of appointment of members, the Districting Commission may begin meeting to formulate a districting plan to adjust current district boundaries. Census results, however, will likely not be available until March or April 2020.

All meetings will be noticed and open to the public although specific meeting dates and times have not yet been determined. The commission will meet as often as is necessary to develop a plan to adjust district boundaries in accordance with the criteria set forth in the City Charter (§6.02(d.)) At least one public hearing will be held no less than 30 days prior to submission of the plan to the City Council (the plan will be available to the public for inspection and comment no less than thirty days prior to the public hearing(s.)) The plan includes a map and description of districts recommended. 

According to §6.02(c)(4) of the City Charter, “[t]he plan shall be deemed adopted by the city council unless disapproved within 21 days by the vote of the majority of all members of the city council. If the city council fails to adopt the plan, it shall return the plan to the commission with its objections, and with the objections of individual members of the council.”

Resulting precinct boundary changes will be addressed by a proposed ordinance to §38.003, Election Precincts, of the Sioux Falls Code of Ordinances.
